China's ZTE eyes quadrupling of enterprise communications revenues

Fierce

Undeterred by its recent pounding in Congress, China's ZTE is pushing ahead with plans to expand its enterprise communications equipment and services business, which it predicts will quadruple in revenue over the next three years.

During recent hearings before the House Intelligence Committee, officials from ZTE and Huawei took heat from lawmakers over allegations that the firms put backdoors in their telecom equipment, enabling the Chinese government to carry out industrial espionage. The companies vehemently deny the charges.

Some in Congress are threatening to block the Chinese telecom companies from the US market. Such a move would have a major impact on ZTE's plans, since the US market would be key to any expansion.

In the Chinese enterprise communications equipment market, ZTE faces competition from Huawei, as well as Western firms Alcatel-Lucent (NYSE: ALU), Cisco (NASDAQ: CSCO), Ericsson, Nortel and Siemens (NYSE: SI).

ZTE is confident it can take advantage of its market position in the government, large enterprise and heavy industry markets. ZTE Vice President Xu Ming said its enterprise business will grow 70 percent this year compared to last year, according to a report by the Wall Street Journal.

ZTE currently has 25 percent of its research and development engineers working on its enterprise communications offering, a number the company would like to expand to 30 percent by the end of 2015

As part of its expansion plans, Ming said, the company will focus on growing niche markets, such as the railroad communications sectors. ZTE currently holds more than half of the Chinese market and hopes to expand into the neighboring markets of Russia and Central Asia.

Huawei has enterprise expansion plans of its own. It only recently set up its enterprise business division, but already reported sales of $1.6 billion, mostly in the government and small and mid-sized business segments, according to Forrester research.

The core product areas for Huawei's enterprise push are networking solutions, security offerings, unified communications and cloud data centers. The company offers enterprise networking products such as routing and switching, servers, storage, security, virtualization and professional services.

According to a recent Gartner report, China IT spending is predicted to exceed $311 billion in 2012, making it the largest IT market among emerging economies. This market presents huge opportunities for Chinese and Western enterprise communications firms alike.

Research uncovers path to defect-free thin films

ScienceDaily (Sep. 20, 2012) ? A team led by Oak Ridge National Laboratory's Ho Nyung Lee has discovered a strain relaxation phenomenon in cobaltites that has eluded researchers for decades and may lead to advances in fuel cells, magnetic sensors and a host of energy-related materials.

The finding, published in Nano Letters, could change the conventional wisdom that accommodating the strain inherent during the formation of epitaxial thin films necessarily involves structural defects, said Lee, a member of the Department of Energy lab's Materials Science and Technology Division. Instead, the researchers found that some materials, in this case cobaltite, form structurally well ordered atomic patterns that can change their magnetic properties and effectively minimize the size mismatch with the crystalline substrate.

Epitaxial thin films, used in nanotechnology and semiconductor fabrication, are created by growing a crystal layer of one material on another in such a way that the crystalline structures align. The challenge is to grow the film coherently with minimal defects, which can have a catastrophic effect on a material's performance.

"We discovered properties that were not readily apparent in crystal, or bulk, form, but in thin-film form we were able to clearly see the atomically ordered lattice structure of lanthanum cobaltite," Lee said. "With this knowledge, we hope to be able to tailor the physical properties of a material for many information and energy technologies."

The researchers studied the material in different strain states using scanning transmission electron microscopy complemented by X-ray and optical spectroscopy. Using these instruments, the scientists could see unconventional strain relaxation behavior that produced stripe-like lattice patterns. The result is a material with useful magnetic properties and highly suitable for sensors and ionic conductors used in, for example, batteries.

This discovery and the ability to engineer the structure of materials could lead to advanced cathode materials in solid oxide fuel cells and batteries that can be charged much faster.

"Since cobaltites are promising candidates for magnetic sensors, ionic conductors and surface catalysts, this discovery provides a new understanding that can be used for artificial tuning of magnetism and ionic activities," Lee said.

Contributing to the paper were ORNL's Woo Seok Choi and Hyoungjeen Jeen and authors from Seoul National University, the University of British Columbia, IFW Dresden's Leibniz Institute for Solid Sate and Materials Research, Max Planck-UBC Centre for Quantum Materials, Max Planck Institute for Solid State Research and the University of Saskatchewan.

Yahoo closes $7.6 billion deal with Alibaba Group

SAN FRANCISCO (AP) ? Yahoo has closed a $7.6 billion deal that includes selling half its stake in rapidly growing Chinese company Alibaba Group.

The resolution announced Tuesday comes four months after Yahoo Inc. and Alibaba outlined the details of the complex deal.

Alibaba is paying $7.1 billion to buy back Yahoo's 20 percent stake in the company and an additional $550 million to cover revised technology and licensing agreement. Yahoo will retain a roughly 20 percent stake in Alibaba.

After taxes, Yahoo is expected to pocket at least $4.2 billion.

Back in May, Yahoo pledged to distribute most of the Alibaba windfall to its shareholders.

But after making that promise Yahoo hired longtime Google Inc. executive Marissa Mayer to its CEO. Last month, Yahoo revealed Mayer is considering holding on to the money.

Extreme temperatures may raise risk of premature cardiovascular death

ScienceDaily (Sep. 17, 2012) ? Extreme temperatures during heat waves and cold spells may increase the risk of premature cardiovascular disease (CVD) death, according to new research in Circulation: Cardiovascular Quality and Outcomes, anAmerican Heart Association journal.

The study in Brisbane, Australia, is the first in which researchers examined the association between daily average temperature and "years of life lost" due to CVD. Years of life lost measures premature death by estimating years of life lost according to average life expectancy.

The findings are important because of how the body responds to temperate extremes, the growing obesity trend and Earth's climate changes, said Cunrui Huang, M.Med., M.S.P.H., the study's lead researcher and a Ph.D. scholar at the School of Public Health and Institute of Health and Biomedical Innovation at Queensland University of Technology (QUT) in Brisbane, Australia.

Exposure to extreme temperatures can trigger changes in blood pressure, blood thickness, cholesterol and heart rate, according to previous research.

"With increasing rates of obesity and related conditions, including diabetes, more people will be vulnerable to extreme temperatures and that could increase the future disease burden of extreme temperatures," Huang said.

Researchers collected data on daily temperatures in Brisbane, Australia between 1996 and 2004 and compared them to documented cardiovascular-related deaths for the same period.

Brisbane has hot, humid summers and mild, dry winters. The average daily mean temperature was 68.9 degrees Fahrenheit (20.5 degrees Celsius), with the coldest 1 percent of days (53 ?F /11.7 ?C) characterized as cold spells and the hottest 1 percent (84.5?F/ 29.2 ?C ) heat waves.

Per 1 million people, 72 years of life were lost per day due to CVD, researchers said.

Risk of premature CVD death rose more when extreme heat was sustained for two or more days, researchers found.

"This might be because people become exhausted due to the sustained strain on their cardiovascular systems without relief, or health systems become overstretched and ambulances take longer to reach emergency cases," said Adrian G. Barnett, Ph.D., co-author of the study and associate professor of biostatistics at QUT. "We suspect that people take better protective actions during prolonged cold weather, which might be why we did not find as great a risk of CVD during cold spells."

Spending a few hours daily in a temperate environment can help reduce heat- and cold-related illnesses and deaths, Barnett said.

Researcher acknowledged that the findings may not apply to other communities and that they only considered deaths where CVD was the underlying cause.

Other co-authors are: Xiaoming Wang, Ph.D. and Shilu Tong, Ph.D. Funding and author disclosures are on the manuscript.

(AP) ? One snap in and the St. Louis Rams were already down a touchdown to Robert Griffin III & Co. In the middle of the second quarter, the deficit was 15 points.

No matter, even without star running back Steven Jackson, the Rams had spunk to spare.

Sam Bradford passed for 310 yards and three touchdowns, Danny Amendola tied an NFL record with 12 first-half receptions, and after the break the Rams contained an offense that put up 40 points in Week 1 for a 31-28 victory on Sunday.

"You get caught up in watching the scoreboard and get caught up in negative plays and things, you've got no chance to win," coach Jeff Fisher said after the Rams (1-1) took the home opener. "So, you don't watch the scoreboard, you just go play.

"You make plays and the scoreboard changes."

Griffin threw for two touchdowns and ran for a third in an effective follow-up to a smashing debut, when he became the first rookie quarterback to throw for at least 300 yards and win a season opener. He was sacked only once but hit numerous times in a game that was chippy throughout.

"They dared us to run and we ran it. We moved the ball and we scored points," Griffin said. "We just didn't score enough points.

"Like I said, if teams want to get physical with us, or per se me, then bring it on."

Jackson missed most of the last three quarters after getting stopped twice at the 1, drawing an unsportsmanlike conduct penalty on the second attempt for spiking the ball in frustration. During the game a team spokesman said Jackson was fine, but afterward both Jackson and Fisher said the running back had been sidelined by a groin injury.

The Rams took the lead on Bradford's 1-yard pass to Matthew Mulligan on the first play of the fourth quarter. Mulligan scored his first career touchdown four plays after he partially blocked Sav Rocca's punt to give St. Louis possession at the Washington 24.

Jackson's replacement, rookie Daryl Richardson, had 83 yards on 15 carries and ran for the 2-point conversion and a three-point lead after Mulligan's TD.

Josh Wilson scored his fifth career defensive touchdown on a 30-yard return when Amendola fumbled after a catch on the Rams' first offensive play. Griffin added a 5-yard run and put Washington up 21-6 when he caught Leonard Hankerson in stride for a 68-yard score.

The Rams stuck with Amendola, who matched the first-half reception record set by the Colts' Reggie Wayne in 2007. Amendola finished with 15 catches, tying the franchise record, for 160 yards, helping the Rams exploit a defense that gave up 32 points in the opener.

St. Louis was 7 for 12 on third down conversions and totaled 452 yards. After his fourth career 300-yard passing game, Bradford, the first overall pick in 2010, said there wasn't extra incentive to match RG3.

"I go about it the same each week," Bradford said. "I need to play at a high level, play my best to give this team a chance to win, and I think I did that today."

The Redskins missed a good chance of forcing overtime when Josh Morgan was whistled for unsportsmanlike conduct for throwing the ball at Rams cornerback Cortland Finnegan. Coach Mike Shanahan opted for a 62-yard field goal attempt on fourth-and-16. Billy Cundiff's attempt was wide right and well short with 1:13 to play.

"I thought we were going for it," Griffin said. "But in a dome, 62 (yards) is far, but it's not that far. I was on a knee and I hoped that it would go through."

The Redskins lost defensive end Adam Carriker and outside linebacker Brian Orakpo to injuries early in the first quarter, while Rams offensive tackle Rodger Saffold was helped off with a right knee injury.

Orakpo and Saffold were hurt on the same play. Orakpo stripped Bradford and Saffold recovered the fumble and carried it 7 yards, but crumpled to the turf on the tackle.

NOTES: Amendola tied the franchise single-game record shared by Isaac Bruce and Flipper Anderson. ... Bradford passed for 300 or more yards for the fourth time in his career and threw for three TDs for the second time. ... Rams rookie punter Johnny Hekker averaged 54.3 yards on three attempts.

Seth MacFarlane CRUSHES Ryan Lochte on SNL

Seth MacFarlane impersonated Ryan Lochte on Saturday Night Live's “Weekend Update” segment this weekend, giving Seth Myers a preview of fall TV shows.

The Family Guy and Ted movie creator eviscerated the Olympic champion, portraying Lochte as a dumb jock with lines such as “I was America in Olympics.”

"Ryan" referred to Matthew Perry's new show Go On as "Goon" (he didn't realize it was two words) and kept calling Animal Practice “Monkey Hospital.” #JEAH!

The kicker? At one point he randomly says, "It feels so weird to be dry."

Watch Seth's brutal parody of the Olympic swimming champ here:

Syrian jets hit Lebanese territory near border

BEIRUT (AP) ? Missiles fired by Syrian warplanes hit Lebanese territory Monday in one of the most serious cross-border violations since Syria's crisis began 18 months ago, security officials in Beirut and Lebanese state media said.

The officials, speaking on condition of anonymity in line with regulations, said four missiles fired by two Syrian jets hit a rugged and remote area on the edge of the Lebanese border town of Arsal. There were no immediate reports of casualties.

Lebanon's state-run National News Agency reported that the warplanes fired three missiles that fell on the outskirts of Arsal about 500 meters (yards) from the border between the two countries.

"I heard several explosions and saw four clouds of dust billowing from the area," Arsal resident Nayeh Izzedine said by telephone referring to the border. "I don't know if it was an air raid but there was a plane in the sky."

He added that the town had been quiet two hours after the 10 a.m. attack.

The Syrian forces were believed to be chasing rebels in the area, which has been the site of clashes in the past between opposition fighters battling Syrian troops just on the other side of the frontier. Lebanese armed forces have in the past detained people in the region caught trying to smuggle weapons into Syria from Lebanon.

Arsal is a predominantly Sunni Muslim town, like the majority of Syria's opposition that is trying to oust President Bashar Assad from power. Assad belongs to the minority Alawite sect, an off-shoot of Shiite Islam.

Syrian shells have hit Lebanese territory in the past but the air raid appears to be the most serious violation. Several Lebanese, including a journalist, have been killed and dozens wounded by fire coming from the Syrian side.

Also Monday, inside Syria, troops shelled rebel-held areas around the country including the northern city of Aleppo, Syria's largest, and the Damascus neighborhood of Hajar Aswad, activists said. The Britain-based Syrian Observatory for Human Rights and the Local Coordination Committees also reported clashes between troops and rebels.

In Geneva, an independent U.N. panel confirmed that an increasing number of "foreign elements," including jihadis, are now operating in Syria, in its first report to say that outsiders have joined a war spiraling out of control.

The investigative panel appointed by the Human Rights Council says some of these forces are joining armed anti-government groups while others are operating on their own.

"Such elements tend to push anti-government fighters toward more radical positions," the head of the panel, Brazilian diplomat and professor Paulo Sergio Pinheiro, told diplomats.

The Syrian uprising, which began with largely peaceful protests, has since morphed into a deadly armed insurgency. Hundreds of people are killed every week as the government increasingly relies on air power to try and crush the rebels.

Activists say more than 23,000 have been killed in the conflict.

The government denies that there is any popular will behind the revolt, saying it is driven by foreigners and terrorists. The regime could use the U.N. panel's report to bolster its claims.

Rebels deny that foreigners had any role starting the revolt, saying Syrians were seeking increased freedom from the regime. But as the conflict dragged on, some rebels acknowledged the presence of small numbers of foreigners among their ranks.

The U.N. panel also accused government forces and pro-regime militiamen known as "shabiha" of war crimes and crimes against humanity, including murder, summary executions, torture, arbitrary arrests, sexual violence and abuse of children. It also accused anti-government armed groups of war crimes including murder, extrajudicial execution and torture.

In Iran, the foreign minister said he is "hopeful" about a meeting of foreign ministers from a four-nation dialogue group on Syria.

Ali Akbar Salehi was speaking to Iran's state television ahead of a meeting with his counterparts from Turkey, Egypt and Saudi Arabia later Monday in Cairo, Egypt's capital.

He said the meeting, the first since the group was proposed by Egyptian President Mohammed Morsi last month, was a "very positive" move. He did not elaborate.

Shiite Iran supports Assad. Mostly Sunni Egypt, Turkey and Saudi Arabia support the 18-month uprising against his rule. The meeting in Cairo comes a day after the commander of Iran's Revolutionary Guard said the elite unit has advisers in Lebanon and Syria, the clearest indication of Iran's direct assistance to Assad and Lebanon's Hezbollah.

In a report Monday, Human Rights Watch said it documented more than a dozen extrajudicial and summary executions by opposition forces.

It said three opposition leaders who were confronted with evidence of extrajudicial executions said those who killed deserved to be killed, and that only the "worst criminals were being executed."

The New York-based group said torture and extrajudicial or summary executions of detainees in the context of an armed conflict are war crimes, and may constitute crimes against humanity if they are widespread and systematic.

Former Solicitor General Ted Olson Plays Biden in Paul Ryan Debate Prep

CLEARWATER, Fla. -- Attorney Ted Olson, who was solicitor general for President George W. Bush, is playing the part of Vice President Joe Biden in Republican vice presidential nominee Paul Ryan's debate preparation, the Romney campaign announced Saturday.

Olson has extensive experience both in and out of government. He served as the assistant attorney general in the Office of Legal Counsel for President Reagan, and acted as private counsel for both Reagan and George W. Bush. He has argued 58 cases before the Supreme Court, three quarters of which have been decided in his favor. His third wife, Barbara, was killed in the 9/11 attacks; she was a passenger on the plane that flew into the Pentagon.

Time Magazine named Olson one of the 100 most influential people in the world in 2010. His high profile cases have included the Bush v. Gore recount in 2000 and the 2009 lawsuit against Proposition 8, California?s constitutional amendment banning same-sex marriage. Olson represented Bush in 2000, then partnered with his opposing counsel in that case, David Boies, to challenge the marriage ban.

While his unexpected involvement in the California case alienated some conservatives, others still speak highly of him. Former attorney general John Ashcroft, in a quote circulated by the campaign, said Olson would be ?a strategic asset in any endeavor.? He said he and many other conservatives ?welcome his increased participation in the Romney campaign.?

Olson has already participated in a debate preparation session with Ryan, the campaign said, but would not disclose the location. Ryan spent his first full day preparing for the Oct. 11 vice presidential debate last Sunday in Oregon.

?Joe Biden has been in elected office for more than 40 years. There are few people in politics with more experience debating the issues than Joe Biden, so we are taking this process seriously. Mr. Olson is one of the most skilled, intelligent, and successful litigators in America ? just the kind of opponent needed to prepare the congressman for Mr. Biden," said Ryan spokesman Brendan Buck.

Olson is the last of the four debate rehearsal stand-ins for the presidential tickets to be announced. Ohio Sen. Rob Portman is playing President Obama for GOP nominee Mitt Romney, Massachusetts Sen. John Kerry is playing Romney for Obama, and Maryland Rep. Chris Van Hollen is playing Ryan for Biden.

Fernando Alonso plans to be aggressive despite his lead in the title fight ? Formula 1 news

Ferrari driver Fernando Alonso has said that he will remain aggressive in the 2012 Formula 1 season ahead regardless of his strong lead in the title fight until now.

Alonso is currently at the top of the drivers? rankings with 179 points and has been deemed as the most favourite contender in the field.

Although, he has an impressive lead over his main rivals, Lewis Hamilton of McLaren, Sebastian Vettel of Red Bull Racing and Kimi Raikkonen of Lotus. However, he has said that he is not taking the season ahead easy and is trying his best to attack in the remaining races so as to be able to maintain his lead in the championship.

"I must face these seven races like a chaser and not a leader because there are 175 points up for grabs and 37 are nothing. It can all change in one race," Alonso said. "My only objective in Singapore is to win. I have to put on a perfect display right to the end."

In addition, when he was asked about his toughest rival, he said that he considers the Finnish driver, Raikkonen his strongest competitor.

"If I had to choose between Hamilton or Vettel, I would choose Raikkonen," he said.

Nonetheless, he said that the 2008 world champion is also the driver to beat as he has got the ability to perform well even with an uncompetitive car.

"Hamilton is the only one who is capable of winning without having the best car, which is evident as the others only win when they have a good car," he added.

Besides, he said that even though it is very hard to predict about the season ahead and the competition is very tight, nevertheless, he asserted that he is feeling contended with his race position in the season so far and is more relaxed as compared to the preceding year.

It will be important to mention that the two-time world champion has been called as the most competent driver by his teammate, Felipe Massa and it will be interesting to see how he comes up in the Singapore GP next week.

Making Sense of Cents: My Crash Course in Personal Finance

I didn't really become obsessed with personal finance until after I'd graduated from university (specifically, when my student loans came due), but post-secondary education didn't come without its own financial lessons. I went into university knowing about as much about money management as I did about advanced statistics, but I came out knowing more than I'd like to about both.

There Just Wasn't Enough Money

My crash course in personal finance happened in my first year. As a student going to school without (I hoped) any parental financial assistance, I was relying on student loans to get me through. I stayed in residence and had a meal plan that was prepaid, so my first year financial management was limited to figuring out how I was going to be able to buy beer or go to a movie on the weekend.

A Baby Budget

I was just recovering from the trauma of my first exam period when I realized I was running out of money. I'd never budgeted before so I was just spending as I needed to. Which, as a first year student, was a recipe for disaster. So I took a crack at budgeting. My very first budget was hilarious. Basically I knew I had X dollars of student loan money that wasn't taken by my tuition, books, or residence fees, and four months left of school. So I divided that number by four, and tried not to run out of money before I ran out of month. I'm really lucky I had a residence meal plan to rely on, I hear it's hard to survive by eating air.

As I made my way through University, I eased into the world of personal finance, mostly out of necessity. I had student loans, and I was going to a very expensive school in an expensive city. There just wasn't enough money available to ignore my finances. After I moved out of residence and into my own apartment, I got more sophisticated with my budgeting tactics.

My budget began to flesh itself out, more line items were added for rent, utilities, and special events. It was still a rudimentary system but I was coming up short at the end of the month less and less.

Then Came Credit

I got my first credit card in January of my second year and I still remember the feeling of excitement that my brand new, $500 limit card provided me. Oh, the possibilities! I still remember the very first thing I charged to my card: A brand new pair of rubber boots to keep my feet dry while I sloshed back and forth to my co-op job down town. I think I had it maxed out in a month.

This credit card, with it's incredibly high interest rate, gave me first hand experience in how much it sucks to pay interest on purchases. After spending a few months treading water on the payments and then still more months of hard earned, low-wage income paying that sucker off, I banished my credit card to the realm of 'for emergencies only'.

What I Didn't Learn in Business School

The thing that's the most ironic about my financial education in university, was that absolutely none of it came from my business degree. I basically developed all of my knowledge through trial and error, and necessity spurred the evolution of my skills. While I was sweating it out trying to memorize the formulas to calculate compound interest and learning how to predict stock share prices, I was also muddling my way through my first budgets and hating my high interest credit card. I never made the connection between what I was learning in school and what I was struggling with day to day. We'll call that a failure by the curriculum to connect abstract concepts to real world applications and leave it at that.

What I Learned from University

I came out of university with $26,000 in student debt. That number seems high, but I'm really thankful that it wasn't higher. When it came to money in university, for me, scarcity was the mother of invention. I didn't have access to much credit, and I tried as much as possible to avoid asking my parents for help. I just didn't have it, so I had to be careful with my pennies.

So I budgeted, and I'm so glad I did. While $26,000 in debt sure seems like a lot, if I hadn't been forced to learn about personal finance, or had been given easy access to credit, it could have been much, much worse.

I've already paid off $10,000 of that debt since I started paying on my loans ten months ago. I owe a lot of my ability to be frugal and disciplined with my income to what I learned about personal finance in university - whether I wanted to or not.

Jordann is a part time runner, yogi, local foodie and personal finance aficionado, and a full time marketing professional living and working in Atlantic Canada. She writes about her life at her blog, My Alternate Life.

Michelle's comment: I don't think I can say thank you enough Jordann for guest posting for me. Her blog is one of my favorites, just so everyone knows. Congrats on paying off $10K already. I owe around $30K, and plan on having it paid off by early of next year. It'll require a lot of frugality, but I know I can do it. Can't wait until it's gone!

Russia expels anti-Putin lawmaker; who's next?

MOSCOW (AP) ? Russia's parliament on Friday expelled a lawmaker who turned against President Vladimir Putin, paving the way for similar action against others who have joined the opposition movement in a clear sign that the Kremlin is intensifying its crackdown on political dissent.

The 293-150 vote to expel Gennady Gudkov from the State Duma also removes his immunity from prosecution, and his supporters fear he could face arrest. Gudkov, a KGB veteran like Putin who once represented the main Kremlin party in parliament, helped stage a series of street protests against Putin's rule last winter.

Gudkov called the vote "political revenge and extrajudicial repression," and described the accusations ? that he was involved in a business in violation of parliament rules ? as a sham.

The vote to expel Gudkov came a day before the first major opposition rally after a summer break, a Kremlin signal to the opposition that it will take an increasingly tough line against dissent. Gleb Pavlovsky, a former Kremlin political consultant, said it moved against Gudkov out of fear that his example might encourage other members of the ruling elite to join the opposition.

Gudkov's behavior was like "a specter of the split in the elite that the Kremlin is so afraid of," Pavlovsky said. "It scared them a lot."

For most of the past decade, the State Duma ? the lower house of parliament ? has obediently rubber-stamped all Kremlin bills. Critics were tolerated because a solid pro-Kremlin majority could ensure the safe passage of any legislation.

Gudkov, 56, was long part of that majority. He worked at the KGB from 1981-92, then continued his career in its main successor agency before becoming a lawmaker in 2001. He initially joined United Russia, the dominant Kremlin party, before moving in 2007 to Fair Russia, another Kremlin-created party that in recent years has begun to lean more toward the opposition.

Gudkov was deputy chairman of the Duma's security committee and enjoyed good relations with many senior officials in Russian police security agencies.

But he has become increasingly critical of Kremlin policies in recent years, denouncing the government's inefficiency and official corruption.

A decisive moment came last fall when he surprisingly emerged at a giant opposition rally. The stout, mustached man cut a striking figure among young activists as he chanted "Putin, resign!" from the stage.

The backlash began after a May 6 rally on the eve of Putin's inauguration for his third term as president. The protest ended in clashes between protesters and police.

Authorities soon launched an inspection of a private security firm that Gudkov had set up when he left the security agency and revoked its license, citing purported irregularities. Then investigators and prosecutors sent petitions to parliament claiming that Gudkov was running a separate business ? a street market for construction materials ? in violation of Duma regulations, and thus should be stripped of his seat.

"For many years, Gudkov has been integrated in Putin's system of government and Putin's system of business," political analyst Stanislav Belkovsky said on Ekho Moskvy radio. "Putin does not forgive treachery."

Gudkov and his son Dmitry ? also a parliament member ? rejected the charges and struck back by releasing documents showing property and businesses owned by United Russia members, suggesting the rules were being implemented selectively. Gudkov said before the vote that there was no legal basis for removing him from parliament.

"If the parliament votes for that, it will mean that Russia has no parliament," he said.

The vote sent a chill among other lawmakers. Communist deputy Vladimir Pozdnyakov said before the vote that an expulsion would put pressure on all lawmakers: "We have no guarantee now that any other deputy will not end up in this meat grinder."

Gudkov said it also sends a troubling message about the direction of the Russian government.

"They're expelling me from the Duma because they're afraid of the truth, afraid of criticism and my stance," he said. "We have come very close to the brink that separates an authoritarian regime from a dictatorship."

The Do's And Don'ts Of Commercial Real Estate | Tic Tracker

A collection of information about real estate is needed by anyone who wishes to get started in this complex world. The article below can assist both the novice and the professional in his or her effort to become knowledgeable about the subject.

Look out for any motivated sellers. A seller who is ready to sell for less than the market prices deserves your attention. Nothing can happen in real estate until you find the deal, which is usually followed by a motivated seller.

Think larger when you?re thinking about two commercial properties that are viable. Whether it be a twenty or ten unit apartment complex, you want to get adequate financing to back you up. Generally, it?s like buying in bulk; the more you buy, the less each unit is.

Line up a commercial lender before offering to buy a property. Get recommendations from friends and fellow investors before choosing a local lender. Research and prepare for the purchase process by finding the best lender for your needs, before even selecting a property. Getting all your ducks in a row can help you get qualified for your loan.

TIP! You might have to spend a lot of time on your investment at first. First, you will need to search for an opportunity and purchase the property, as well as perform any repairs that are required.

Before paying any agent, check his or her disclosures; these can tell you a great deal about the agent?s character and ability. Determine if there is a possibility that he will be working as a dual agent. In this case, the real estate agency represents both sides of the transaction. In other words, the agent is representing both you and your landlord in the same transaction. Dual agency should be disclosed and both parties should agree to it.

Don?t become greedy and over-inflate your real estate asking price. The value of your property is determined by an entire series of different factors.

Ensure you have the best real estate agent, ask if they are successful and judge their response. Ask about their methods for gathering and interpreting results. This will help you assess their working strategies. Then you can be sure you choose a broker who views things the same way you do.

Know that there are many different kinds of brokers when it comes to commercial real estate. For example, full-service brokers represent both the landlord and tenants. There are also tenant brokers that work exclusively for the tenants. Your needs will be served better if you choose the right broker for your own personal needs. If you are looking for one who knows the issues that are relevant to tenants, then choose a broker who has the most experience dealing with tenants.

TIP! Record problems by taking digital pictures of them. Make certain your photos highlight specific defects such as carpet spots, wall holes and bathroom discolorations.

If you are new to investing, focus on one investment type at a time. Choose one property type you would like to start with and give it your undivided attention. You can be more successful when you?re good at one type as opposed to just average at different types.

You can save money on repairs or cleaning costs. If you own the property, you?re usually responsible for cleaning up or paying for it. It can be incredibly expensive to dispose of waste that is not environmentally friendly. Try to get an environmental report from any environmental assessment companies. These assessments can cost some money, but they pale in comparison to the savings of avoiding a contaminated property on your hands.

When purchasing commercial real estate, start by knowing your goals for the property. Do you want to use the property for your own business or do you want to lease the property? You should sit down and make specific and straightforward goals for your commercial property, as it will save you time and effort.

If you are looking for a space to house your business on a permanent basis, remember that you will need room to grow. Purchasing a larger space that can accommodate growth ensures that you are not forced to repeat the shopping process in the near future.

TIP! Go as big as you can when you?re looking at a commercial real estate investment. If you are considering buying a five-unit building, remember that managing 50 units is just as easy as handling five.

Check into having an inspector look through your property before you put that property back on the market. Repair any problems that the inspector finds immediately.

Don?t underrate the importance of your relationships with lenders and investors when you?re in the market to purchase commercial property. As an example, many commercial properties are often sold before they are listed on the market, so the more people you know, the more access you have to great deals.

Take the neighborhood into account when purchasing commercial property. A business located in a well-to-do neighborhood might be more successful, since the potential customers will be able to spend more. You might want to buy a property in a less affluent neighborhood if you are selling products or services that less affluent people would find attractive.

TIP! Variable interest rates are one of the most dangerous threats to investors. The economic conditions today makes interest rates go up and down unpredictably, which leaves investors vulnerable to potential spikes in interest rates.
