15 Easy Upgrades for Your Home Interior

Ah, winter. Time to hunker down inside?and realize that you never tackled half the projects from your 2012 New Year's to-do list. Feel guilty? The best cure for that?and cabin fever?is to get busy. Here are the home-savvy shortcuts that'll help.

A little bit of painting goes a long way. [1] Clean up those scuffed walls in high-traffic areas, such as hallways and foyers, with a fresh coat of semigloss or satin finish. You can also [2] turn up the volume in a drab room by painting just one wall a different color than the rest. Use a piece of artwork or upholstered furniture as a cue for which hue to choose. And who says that an overhead surface needs to be white? [3] Paint the ceiling a darker color?again, coordinating with furniture or artwork?to provide contrast and cozy up the room.

We think wallpaper gets a bad rap as old-fashioned. [4] Give a room an updated look in a flash with temporary wallpaper. The peel-and-stick application makes it easy to put up (and take down, if you don't like the effect). Use it to cover up a naked backsplash in the kitchen or give new life to bland entryways, or stick it above a shelf to draw attention to your great book collection (like you, we still believe in the printed word).

So you've been wanting to replace the kitchen floor for about a year now, but you can't swing a big cash outlay. No problem. [5] Try laminate-plank flooring. The modular, snap-in-place veneer?with fetching brand names such as TrafficMaster Allure?is easily installed right on top of your existing floor. We tried it and in a matter of hours had the warm look of a hardwood floor sans the cost or the labor of putting down a subfloor. We won't criticize your taste?but we do recommend you take down that tired framed print of a fruit bowl and [6] amp up your kitchen storage by installing simple shelving. Put your plates and mugs on display; they'll be useful and decorative.

The most visited rooms in the house deserve a faucet-lift. [7] Replacing fixtures in the ol' latrine or kitchen can add a much-needed reboot. If you doubt your set of skills or tools, find a friend who can show you the ropes, er, pipes. [8] A much simpler task?recaulking a bathtub or shower?will freshen up a bathroom fast. After removing the old stuff, use professional-quality silicone caulk, not a latex blend, which has a much shorter life span. Other quick bathroom brighteners: [9] Mount a wine crate on a wall for storing rolled towels. [10] Get an old five-rung ladder, paint or stain it, and lean it against an empty wall as a towel rack. [11] Install a glass shelf above the sink to hold your grooming goods?and a scented candle, too, which will add a zen-like ambience to your washroom.

[12] Swap out venetian blinds for a simple roman shade?and create an elegant look that Caesar himself would be proud of. [13] For windows with curtains, install new rods for maximum impact with minimal labor. Extend the rod 3 to 6 inches beyond the frame to make the window look more expansive. To add a classic look to any room [14] install chair rails and moldings around ceilings and doors. Prime the materials before installation, then add a coat of paint to finish the job. Last but not least, put a handle?or a knob?on it: [15] Adding fresh hardware to drawers and cabinets makes 'em look like new.

Scientists win cash to study cancer that kills 10,000 men each year

RESEARCHERS from Yorkshire have been awarded hundreds of thousands of pounds to examine the causes of a cancer which claims the lives of more than 10,000 men a year.

The cash has been awarded by Prostate Cancer UK as part of an injection of ?11m in 2013 in work to understand the risk of the illness and improve its diagnosis and treatment.

Iain Frame, the charity?s director of research, said: ?Due to a long legacy of underfunding and neglect we still know shockingly little about why prostate cancer kills 10,000 men every year.

?By funding ground-breaking projects such as these with the UK?s top research scientists we hope to be able to find the answers we so desperately need for the future.?

Experts at York University have been handed ?187,000 to find out more about why prostate cancer becomes resistant to treatment.

Anne Collins, who will lead the work, said it was hoped to find out whether the cells which cause the cancer are identical to those which are responsible for their resistance to therapies.

?This will help us develop new treatments which directly target these cells so that we can treat the disease more effectively,? she said.

Prof Tim Skerry, of Sheffield University, has received ?50,000 to explore whether affecting the way tumour cells communicate with each other can help stop the spread of the disease.

He said: ?We know that communication between cancer cells is essential for prostate tumours to survive and grow. We hope that through exploring how to block these signals, we can eventually lead to the development of treatments which can slow down the growth and spread of the cancer and therefore have dramatic benefits in the prevention of the development of advanced disease.?

A quarter of all new cases of cancer in men are of the prostate, with 41,000 diagnosed in 2010.

Rates have tripled in the past 40 years although much of the increase is due to better detection of the disease.

Three-quarters of cases are diagnosed in men aged over 65 years, who account for nine in 10 deaths.

Around four in five men with the condition live more than five years, up from only three in 10 in the 1970s. But the disease remains the second commonest cause of cancer death in men after lung cancer, claiming 10,700 lives in 2010.

Chinese hackers have hit nearly every Washington institution, according to unnamed intelligence officials.

?The dark secret is there is no such thing as a secure unclassified network,? one said in a Newser report. ?Law firms, think tanks, newspapers. If there?s something of interest, you should assume you?ve been penetrated.?

One FBI official had this to add, according to Newser: ?I?ve yet to come across a network that hasn?t been breached.?

A recent report from a Virginia firm found that a special unit of China?s military holed in a small, nondescript office is to blame for cybersecurity breaches at 141 different targets around the world. Hackers are particularly targeting Washington?s power base, Newser said. China continues to deny its involvement in cybersecurity warfare.

America?s big hope, the unnamed intelligence experts said in the Newser report, is that China gets so much information that its hackers just can?t process it.

?You can waste an enormous amount of time and effort puzzling over something that is totally meaningless,? said one expert on China in the Newser report.

Lake Apopka aquarium?

The Sentinel article "Tourists for Lake Apopka's Future?" on Feb. 8, describing the more than $180 million expenditure by state and local government to resurrect Lake Apopka, has Orange County Commissioner Fred Brummer asking, "How do we make these improvements on Lake Apopka work for us?"

The answer: an aquarium.

In the 1940s, the city of San Diego launched a long-term dredging project to turn a salt-water marsh and refuse dump (an embarrasment to the city) into a splashy aquatic playground. Waterways encircled islands with beaches and marinas for deep-sea excursions.

The project was completed in 1961 and Mission Bay Aquatic Park emerged. Entrepeneur George Millay thought this would be the perfect location for his new aquarium, SeaWorld, and the rest is tourism history.

An aquarium showcasing fish and aquatic animals native to the lakes, rivers and streams of Florida would attract tourists and locals alike, and its educational value would be priceless, since Lake Apopka is a perfect example of how human encroachment can affect Florida's delicate ecosystem.

If the TV show "River Monsters" can generate revenue, just think what an aquarium displaying lunker bass, giant softshell turtles and the formidable gar could do. And all of these lake monsters call Central Florida home.

Presidents Day worth at least a parade

I would like to know why Presidents Day isn't more celebrated.

There were five parades in Central Florida celebrating the Rev. Martin Luther King Jr., and I have no problem with that. He was a great man.

It's bad enough that two of our most famous presidents' holidays have been lumped into one day, as Russell Troutman so ably explained in Monday's My Word column, "Washington, Lincoln deserve own holidays."

But it's sad and despicable that the first president of our fine country, who led troops through two wars and brought our country out of its infancy into a world power, isn't honored more openly.

And neither is Abraham Lincoln, who led America through its own civil war, in which hundreds of thousands died to end slavery. He, like King, died because of his beliefs.

Two presidents, two heroes, who are chiseled into rock and whose faces are put onto our money because they were so great.

No parades, no honorary programs. Just another day off for government workers and some schools and discounts at local retailers.

Why aren't these men honored?

    (AP) ? Platinum-selling rapper Ja Rule left an upstate New York prison Thursday morning after serving most of his two-year sentence for illegal gun possession and headed straight into federal custody in a tax case.

    U.S. Marshals escorted the 36-year-old musician out of Mid-State Correctional Facility at 9:30 a.m. He was being held at the Oneida County Jail in central New York as he awaited word from the Federal Bureau of Prisons about where he'll serve time in the tax case.

    The rapper, who had been in protective custody because of his celebrity, has some time remaining on a 28-month sentence for tax evasion that ran concurrently.

    Ja Rule, whose real name is Jeffrey Atkins, may have less than six months left and may be eligible for a halfway house, defense attorney Stacey Richman said. Back taxes are one of the main reasons he wants to get back to work, she said.

    "Many people are looking forward to experiencing his talent again," Richman said.

    Assistant U.S. Attorney Joseph Mack said Atkins owed the IRS $1.1 million and didn't immediately know what if any had been paid. Once out of custody, Atkins also faces a year of supervised release, he said.

    Ja Rule scored a Grammy Award nomination in 2002 for the best rap album with "Pain is Love." He also has appeared in movies, including "The Fast and the Furious" in 2001 and "Scary Movie 3" in 2003.

    Ja Rule, who went to the prison in Marcy in June 2011, got out at his earliest release date, state correction spokeswoman Linda Foglia said. He had two misbehavior reports for unauthorized phone calls in February 2012 and had work assignments on lawn and grounds crews and participated in education programs, she said.

    In the gun case, New York City police said they found a loaded .40-caliber semi-automatic gun in a rear door of Ja Rule's $250,000 luxury car after it was stopped for speeding. He pleaded guilty in 2010.

    In March 2011 he admitted in federal court that he failed to pay taxes on more than $3 million he earned between 2004 and 2006 while he lived in Saddle River, N.J.

    "I in no way attempted to deceive the government or do anything illegal," he told the judge. "I was a young man who made a lot of money ? I'm getting a little choked up ? I didn't know how to deal with these finances, and I didn't have people to guide me, so I made mistakes."

    Richman said Ja Rule is looking forward to his daughter's graduation.

    "He's a devoted father," she said.

    Is the Apple iWatch the next big thing? : TreeHugger

    After the news leaked out that a new smart watch is under development by Apple, a wide divergence in opinions have been expressed by both fans and critics. The potential future release of an Apple smart watch will either be remembered as a pivotal point in wearable computing, or as a shark-jumping moment for the tech giant.

    For those of us who prefer to have a watch instead of using our phone to check the time (full disclosure: I have an iPhone, but I only check the time on my analog pocketwatch), it's hard to imagine a mini-computer taking the place of a watch. But for those of us who like to be on the cutting edge of tech, having a smart watch made by Apple, the king of mobile computing, might just be too much of a temptation to resist.

    On the favorable side, the development of a tough, touchable, curved glass to house a smart watch is a big step forward, as current options (Pebble, iPod Nano watch, Cookoo), all rely on fairly flat and clunky display screens. If these new smart watches are basically wristwatch computers, then they need to be comfortable to wear on our wrists, and fit easily under a cuff or glove.

    Another big point that Apple has in its favor is their mobile iOS, which integrates almost seamlessly with apps and other devices. In the long run, having a smart watch that can easily expand its functionality through compatible apps would be much more usable than a more basic version, and app developers could begin to extend its reach.

    Possible extensions for a smart watch might include biometric sensors for fitness or health tracking/monitoring, use of smart gestures (activating a function through a specific body motion, similar to how Siri gets activated), as a passcode device, use as a controller for games or smart home appliances (thermostat), data gathering for mapping or for athletic performance, as a remote control for the stereo or TV, or use as an MP3 player.

    Wirelessly connected devices are fairly well tested, as a quick glance around the local coffee shop may confirm. So having an iWatch that connects via Bluetooth to your iPhone in a pocket or bag is a logical next step for our modern tendency to be hyperconnected. Imagine being able to check text messages, social media updates, emails, or stock prices by just glancing at a watch instead of pulling out your phone. Or being able to stream music from your smart watch to your Bluetooth headphones, while also clocking your morning run with a fitness app. Or perhaps you'd like to take phone calls by talking into your watch, just like Dick Tracy.

    Siri seems to be the key component to making an iWatch a reality, as voice control is probably the preferred method for ease of use. Anyone with big fingers that has to type on a small screen will testify that it's a nightmare, so giving users access to Siri's virtual assistance via voice commands will help to solve that. And of course, users with a heavy accent may need to think long and hard about a Siri-dependent device.

    The brand cachet itself might be enough to draw quite a few fans to stand in line to get the first iteration of an Apple smart watch, just as they did with all of the previous iPhone and iPad releases, but to be able to attract and keep potential smart watch buyers, the company will also need to address the weak points of such a device, such as battery life.

    One big issue for a smart watch is packing enough processing power and screen resolution into a device small enough to wear on the wrist, while also supplying enough power so that it doesn't have to be plugged into a charger every day. That's a tough obstacle to overcome, but advances in smaller and faster chips, in converting kinetic energy into power, as well as innovations in wireless charging technology, may help solve those issues.

    Another tech issue or decision may arise with the launch of an iWatch, similar to the difference in available iPad versions. If the basic smart watch is Bluetooth only, meaning you'd need to already have an iPhone to use it, then it's only an added Apple accessory for current fans, not really a wearable computer on its own. But if there was an option for a standalone iWatch that connected independently, via a data network, and a version with a lot more storage space for music or documents, then the door has just opened for a whole new kind of device - a true wristwatch computer phone.

    But with the team of 100 people reportedly working at Apple on the project, chances are we'll see a steady stream of leaks of developments, guesses as to design, and plenty more speculation on the tech capabilities of an iWatch, but no hard dates for release.

    On the one hand (the tech and gadget loving hand), I really can't wait to see how the Apple smart watch plays out, but on the other hand (the treehugging and eco-friendly hand), I cringe when I think about its impact on our growing mountains of ewaste and the increased demand for conflict minerals once this new gadget hits the mainstream.

    SOUTH AFRICA: Paralympic star Pistorius ?shoots girlfriend dead?

    South Africa's Paralympic gold medallist Oscar Pistorius was arrested early Thursday for allegedly shooting dead his girlfriend after mistaking her for an intruder, media reports said.

    According to the Beeld newspaper, the athlete known as the "Blade Runner" was arrested early Thursday following the shooting at his home in an upscale area near the South African capital.

    Police spokesman Katlego Mogale said a "26-year-old man had been taken into custody for shooting a 30-year-old woman".

    Mogale could not confirm if the suspect was Pistorius, saying his identity would be revealed only once he appears in court later on Thursday.

    "The deceased was shot four times and died on the scene. It is believed that she was the girlfriend of the accused," said Mogale.

    The shooting took place in a house inside an upmarket security compound in Silverlakes, outside Pretoria, he said. Pistorius lives in the compound.

    The "Blade Runner" made history in 2012 when he became the first amputee to compete in the Olympics.

    He won gold in the 4x400m relay at the Paralympic Games.

    He had both legs amputated below the knee before the age of one, because of a congenital condition, and runs on carbon fibre blades.

    Last year Time Magazine named him as one of the world's 100 most influential people.

    The Johannesburg-born runner had both legs amputated below the knee when he was 11 months old after being born without lower leg bones. But he played sports unhindered while growing up, switching to running after fracturing a knee playing rugby.

    At high school, he was so good that his personal fitness coach said she was unaware for six months that he ran on prosthetic legs.

    But he was initially banned from competing in the Olympics in Beijing by the International Association of Athletics Federations (IAAF) on the grounds that his blades gave him an unfair advantage.

    That decision was later overturned on appeal at the Court of Arbitration for Sport (CAS), although he ultimately failed to meet the Olympic qualifying standard time.

    He went on to win a silver medal as part of the 4x400m relay team at the 2011 World Championships in South Korean city of Daegu before representing his country at the London Olympics and Paralympics last year.

    Off the track, Pistorius is an adrenalin junkie, with a love of speed reflected in a passion for motorbikes.

    Four years ago he crashed his boat in a river south of Johannesburg, breaking two ribs, an eye socket and his jaw.

    He also once owned two white tigers but sold them to a zoo in Canada when they became too big.

    Just days after the Texas?Office of Public Insurance Counsel moved to block State Farm?s 20 percent increase in homeowners insurance rates, state Sen. Kelly Hancock on Thursday filed a bill to abolish the agency. The measure by Hancock, a Republican who represents parts of Dallas and Tarrant counties, would eliminate one persistent critic of State Farm and leave residential and small business consumers without a voice on rate matters before the Texas Department of Insurance. Just last week, Public Insurance Counsel Deeia Beck called on the state insurance commissioner to stop State Farm Lloyds ? the company?s homeowners subsidiary ? from charging the higher rates and to order refunds if the insurer refuses to cancel the premium hike.

    Beck, an appointee of Gov. Rick Perry, called the rate increase ?excessive, unreasonable and unfairly discriminatory.? On Thursday, her office was granted a March 4 hearing before a state administrative law judge on the State Farm rate hike. State Farm has also been locked in a nearly decade-long battle with the insurance department over its rates. The department claims State Farm owes its policyholders at least $310 million plus interest for overcharges dating back to 2003. The Office of Public Insurance Council has maintained that the actual figure for the overcharges is closer to $1 billion. State Farm sued the insurance department to prevent the refunds and the case is now before an appeals court.

    Hancock said having an insurance department and a separate agency to represent consumers is ?a waste of taxpayer money.? He added this his bill ?will continue to protect consumers and reduce wasteful spending.? But consumer groups sharply disagreed. ?Why would lawmakers even consider eliminating the one thing that gives Texas policyholders a fighting chance against Big Insurance?? asked Alex Winslow of Texas Watch, a consumer group that follows insurance issues. He said that by objecting to State Farm?s rates, OPIC is performing its statutory duty to represent the interests of consumers. ?This state office with a handful of employees and a tiny budget shouldn?t be threatened with abolishment simply for doing its job,? Winslow said. The agency was created by the Legislature in the early 1990?s under an insurance reform bill.

    Brown-and-white whistling owl ID'd as new species

    JAKARTA, Indonesia (AP) ? Researchers looking for a nocturnal bird in Indonesia accidentally identified a new species of owl ? one that has a distinct whistling song and is believed to exist nowhere else in the world.

    The Rinjani Scops owl was first identified in 2003 and has since been spotted only on Lombok island, about 25 kilometers (15 miles) from the popular resort island of Bali. The findings were published Wednesday in the online journal PLOS ONE.

    The small owl, with brown and white feathers and big golden eyes, had been confused with a similar-looking species for more than a century. But scientists from Sweden and the U.S., who were visiting the island doing separate research on another nocturnal bird, both recorded the Rinjani Scops owl's vocalizations. They noticed that its whistled note was entirely different from other songs, including that of the widespread Moluccan Scops owl, or Otus magicus.

    "I am surprised that the true identity of this bird has remained hidden from the scientific world for so long," George Sangster, lead author from the Swedish Museum of Natural History, said in an email. "The Rihnjani Scops owl is quite common and can be found on various parts of the island. It is also very vocal, so it is hard to miss."

    He said the discovery was not published for 10 years due to the work needed to verify the finding.

    The researchers reviewed all previous work and museum specimens dating to 1896. They found a report mentioning the Rinjani Scops owl's tone, which differs from the barking cry of the Moluccan Scops owl. However, plumage, size and shape were primarily used to identify species until the late 1970s when vocalizations were added. Lombok also remained less visited by bird researchers than other parts of Indonesia, which may explain why it took longer for the Rinjani Scops owl to be identified.

    "Now that there is a beautiful owl known only from this island, we hope that more bird watchers will visit Lombok," Sangster said. "Ornithologists have long patted themselves on the back, believing that the taxonomy of birds is 'almost complete.' With each new discovery, this becomes less credible. It underscores that even after 150 years of scientific study we still do not know all the birds in the Indo-Malayan region."

    More fieldwork was conducted to determine that the Rinjani Scops owl ? named Otus jolandae after Sangster's wife who first discovered the species with him ? was not found elsewhere. However, Sangster said more investigation is need to completely rule out the bird's existence in extreme western Sumbawa, a neighboring island.

    The owl has long been known by Indonesian bird experts, but they too believed it was part of the more widespread species.

    "We are proud of this new discovery as it has added another endemic species in Indonesia," said Yoppy Hidayanto, coordinator of Burung Indonesia, a bird conservation group in Bogor, West Java. "There are still so many things that could be explored about birds in Indonesia."

    The new owl's English name comes from Mount Rinjani, Indonesia's second-highest volcano, located on Lombok.

    Chong: What the National Broadband Map Reveals for California ...

    Rachelle ChongAt the end of January, the National Telecommunications and Information Administration (NTIA) of the federal Department of Commerce released an update of the National Broadband Map.? This searchable map is a public database of information compiled from 20 million records gathered by the states, and shows broadband Internet availability across the United States.? The database is updated every six months, and the current map contains data as of June 20, 2012.? The Broadband Map is also accessible by mobile devices.

    What uses are people making of the National Broadband Map?? A user may search the National Broadband Map to see where broadband service is available, the maximum advertised speeds of service, and the names of the service providers.? A person unsatisfied with his or her current broadband service may use the Broadband Map to search for a new provider based on their address.? Businesses are searching the Broadband Map to find geographic office locations with good broadband speeds if their business relies on reliable broadband to do business.? App companies use the Broadband Map to find the best workplace to conduct research for future mobile applications.? Researchers are using the broadband data to perform link broadband statistics with demographic data.

    What does the Broadband Map reveal?? Looking at the states by the most coverage by broadband speeds, California ranks ninth, with New Jersey, Connecticut, the District of Columbia, Rhode Island, Massachusetts, Delaware, Maryland and Florida ahead of us.? The bottom ten states or US territories are American Samoa, the Commonwealth of Northern Mariana Islands, Montana, the US Virgin Islands, Alaska, Wyoming, New Mexico, Vermont, Puerto Rico and Kentucky.

    Next, I took at a look at Metropolitan Statistical Areas (MSAs ? a core urban area with at least 50,000 in population) in California to see which urban areas had the best speeds.? It turns out the eight best MSAs with 100% covered by speeds defined by the FCC as ?broadband? are? Stockton, Vallejo-Fairfield, Merced, Yuba City, Napa, Los Angeles-Long Beach-Santa Ana, Modesto, and San Francisco-Oakland-Fremont.? The worst are Hanford-Corcoran (94% coverage), Bakersfield-Delano (97%), San Luis Obispo-Paso Robles (98.3%), and Salinas (98.7%), and Madera-Chowchilla (99.4%).? Clearly, we have more broadband infrastructure work to be done in these areas which have more rural or hard to serve coastal areas.

    How does California fare in terms of the number of broadband providers offering services to us?? Thirteen percent of Californians have four wireline broadband providers to choose from, 57% of Californians have three, 21% have two, 5% have only one, and 2% have no wireline broadband providers.? This is significantly better than national averages, where 13% of all Americans have four providers, 38% have three, 31% have two, 10% have only one and 3.5% have none.

    In terms of types of broadband technology, 92% of the California population have DSL available to them from the telephone companies, 93% have cable broadband, 15% have fiber, and 99.7% have wireless Internet available.

    Also provided with the Broadband Map is a list of the grantees of the American Recovery and Reinvestment Act (ARRA) broadband economic stimulus grants for each state.? This information encourages transparency about the federal economic stimulus grants, and allows policymakers, local officials, anchor institutions (such as hospitals, educators, public safety, libraries) and potential users to contact the grantees to see how their ARRA projects may benefit their communities.

    Looking at the national implications of the map, NTIA?s Director of State Broadband Initiatives Anne Neville points out that 98% of Americans now have access to wired or wireless broadband at advertised speeds that the FCC defines as broadband.? Only 93% of Americans have access to these basic broadband speeds through wired services (for example, DSL or cable), however.? An alternative for consumers is wireless broadband; the statistics show that 81% of Americans have access to wireless speeds of at least 6 Mbps.? Neville reminds us that the President set a goal of having 98% of Americans having access to 4G services that that the U.S. is only 17 percentage points away from reaching that goal.

    The continuing evolution of the National Broadband Map ? and the fact that hundreds of thousands of people are using it (at least 650,000 users by middle of last year) ? shows the power of data.? Given the strong importance of broadband to economic development, it is encouraging to see broadband spreading across every hill and dale, and speeds increasing to meet demand.

    Finally, California should also be proud that two California Broadband Task Force participants ? Neville and the FCC?s Geographic Information Officer Michael Byrne ? moved to Washington, D.C. to take jobs at NTIA and the FCC respectively, to work on this project.? They were instrumental in creating the first California broadband map in 2006-2007, and their expertise was tapped to create this first ever Broadband Map for the entire nation.

    Valentine's Day Tips on Merging Finances | Connecticut Consumer ...

    Financial planning may not be as romantic as flowers and a fancy dinner on Valentine?s Day, but it could bring more peace and happiness into your relationship. Money is the leading cause of stress and arguments in marriage, so having a financial plan can reduce stress and create a better environment for romance.Valentine's day

    According to the new American Express Spending and Saving Tracker,?66% of surveyed couples admit to having financial disagreements and 55% say their spouse has at least one bad financial habit. The top three habits include: frivolous expenditures (20%), late payments (10%) and hiding money or expenses (6%).

    Here are tips for couples?as they merge their finances:

    1. Full Disclosure of All Debt and Financial Obligations
    Get everything out in the open. Make a list of all student loans, car loans, credit card debt, even loans to friends and parents. Get copies of individual credit reports to share the financial past and any accounts that you may have forgotten. Couples are now having financial conversations earlier in their relationships. Among unmarried couples, more say they are initiating the money talk within six months of meeting (44% vs. 29% in 2012). Couples are also discussing money more frequently: 59% say at least once a week, up from 56% in 2012, according to the American Express report.

    2. Have a Peaceful Plan for Uniting Your Finances.
    More than likely your loved one does not handle finances exactly like you do, and this is a common source of friction in many relationships. There are three options for accounts: separate, joint and a combination of both. Separate accounts give both spouses some autonomy and are the easiest solution in the early years, but become complicated as your family and possessions grow. Joint accounts merge all income and expenses which requires communication and agreement. It can make paying bills easier, but it also means less privacy and independence. Joint/separate accounts divide up the expenses while still having an account of your own that you can control without feeling like every financial move is being watched. Both partners should have some money they can control and spend on their own.

    3. Merging Debt.
    One or both partners may come into the relationship with some debt. What type of assistance will be given by the spouse who has little or no debt? That has to be worked out between you and your partner. The other spouse is not legally responsible for debts that happened before marriage and it doesn?t automatically become a joint debt. Whether you and your spouse are legally liable for each other?s debts after marriage depends on if you live in a community property (debt incurred by one spouse is owed by both spouses) or common law state (debts incurred by the spouse is only owed by that spouse unless the debt was for a family necessity). After a legal separation or divorce, a debt is generally owed only by the spouse who incurred the debt, unless the debt was incurred for family necessities.

    Disagreements also seem to occur regarding how much debt is too much, and what is bad debt. The only way to diffuse this is to agree on how much debt you can handle and what purchases you will make with a credit card loan. The best way to deal with debt is to pay it down as fast as possible and avoid late payments. Decreasing debt reduces financial stress. The faster you pay off your loan balance, the sooner you can start saving and building a strong financial foundation. When you receive gift money, a bonus, a second job or a tax refund, use this to pay off debt. Making micropayments can help pay down your debt faster. Eat a meal at home or use coupons, and immediately apply the money you saved to your credit card balance. If you have multiple credit cards with a balance, pay off the balance with the highest interest rate and then move to the card with the next-highest rate.

    4. Keep Spending Under Control.
    More than likely, one spouse is considered the spender and one is considered the saver. However, in reality, both of you spend, just on different things. One may be spending on daily expenses like groceries, bills, and needs for the family while the other may make the larger purchases like computers or televisions. If you are on a tight budget, both sides need to make a plan on how much you will spend on the daily purchases and how much you will save for the big purchases. According to the American Express study, more couples are talking about purchases, with 84% consulting their partner before making a purchase, up from 78% in 2012.

    5. Be Open About Money.
    Financial secrets can ruin a marriage. Many people deceive themselves about how much they are spending, just as they deceive themselves about how much they eat. The problem comes when one partner is secretly saving, spending, or gambling thousands of dollars. If this can?t be easily confessed and explained, it may be time to get family financial counseling. The American Express study shows couples are being more honest about spending. Fewer couples are misrepresenting the amount of a purchase?64% in 2013 versus 70% in 2012.

    6. Emergency Planning.
    Just because your financial situation is healthy today, don?t assume that you are ready for the emergency of tomorrow. A layoff, illness, accident or home repair can suddenly leave you in a financial crisis if you don?t have an emergency account. This can lead to a time of desperation and bad decisions. Have an emergency fund in a savings account that totals three to
    six months of living expenses. Make savings consistent and untouchable by setting up an automated deposit from your paycheck into your savings account.

    7. Raise Your Credit Score.
    Make it a goal for both partners to have a credit score over 720. This will this help you qualify for the best terms and interest rates on loans and save thousands of dollars over your lifetime. In addition, insurers, landlords and employers use credit reports to make decisions about your application. Raise your credit score by paying your bills on time, paying down your debt and limiting your credit applications.

    8. Keep a Credit Card in Your Own Name.
    Keeping a credit card in your name helps build your individual credit history. If you are worried about your partner?s spending habits, then he or she should not carry a credit card.

    9. Monitor Your Accounts.
    Even if you divide up bill paying and investing duties, both parties should be able to easily access accounts to know what is going on with your money. Websites like Mint.com can keep track of all accounts?investment, checking, college funds and loans. This keeps information clear and in the open for both spouses.

    10. Get Help.
    If arguments prevent you from getting started or making a financial plan, it may be good to seek professional counseling from a financial counselor or credit counselor. The National Foundation for Credit Counseling can help you find a certified credit counselor in your area. They can help you create a debt management plan. The set up fee is typically $50 and the monthly fee is about $25.

    11. Talk It Out.
    Regularly make time to talk about your finances. It is important that both partners actively participate in these discussions. Keep it comfortable and conversational?do not make this a business meeting. It is not a time for blame and accusations. Let it be an open forum where either spouse can bring up problems and issues and even ask for suggestions and help. Let your
    actions show that you are in this together.

    12. Add Extra Income.
    Selling unwanted items at a garage sale or on eBay is a start, but you may have skills that can make extra income. You can make picnic tables and chairs and sell them on Craigslist, or make bows and girls? accessories to sell at children?s clothing
    consignment sales. You can board animals while their owners are on vacation. If you are a former athlete, you can give private lessons to kids learning how to play your sport.

    South Florida flyfishing guide Jack Allen is ?King of Pops?

    Jack Allen has guided charter customers to catch thousands of fish in fresh and saltwater since the 1970s: bonefish in the Bahamas, tarpon in Cuba, permit in Belize and many more. But Allen?s abiding passion is catching largemouth bass on fly rod using popping bugs in the Everglades.

    ?Bug fishing is the most neglected fishing in all of America,? the 83-year-old Fort Lauderdale resident said. ?I?m like an evangelist. I like to get people to do this. It?s so much fun.?

    Dubbed ?King of Pops? by customers and friends, Allen escorts anglers a couple days a week in Everglades canals off Alligator Alley and U.S. 27 in his 16-foot aluminum john boat with 25-horsepower outboard. He ties all his own flies using mostly closed-cell foam for the heads ? that?s what gives them the signature ?pop? when you strip them in ? and colorful marabou, crystal flash and holographic tinsel for the bodies. Hooks are mostly #4 and #6 Gamakatsu straight-shanks cemented into the body and wrapped with chenille. Almost everything Allen ties has a stiff monofilament weed guard to counter the heavy cover in the ?Glades.

    Allen says first-timers who might be apprehensive about casting a fly can usually catch on ? and catch fish ? after about an hour of practice. To aid their casting, the guide typically overloads the rod with heavier line ? for example putting 8-weight line on a 5-weight outfit. Newbies can simply roll cast the bug 20 or 30 feet to a shoreline and be rewarded with a sharp, explosive strike.

    Allen said he once escorted a beginner client to release 340 bass in a single day in a canal in the Holey Land off U.S. 27.

    ?That?s the greatest thing about bug fishing ? you don?t have to be good,? Allen said without a trace of irony.

    The guide says there?s just something about the popping noise and bubble trail made by the bug that drives bass, bluegill and other fish crazy. But zeroing in on the exact tempo of the retrieve that the fish seem to want on any given day is the challenge.

    ?You have to pause the bug, or maybe they want it high-speed. That?s a lot of the fascination of it,? he said.

    On a recent half-day of fishing in canals north of Alligator Alley, Allen guided two customers to release 110 bass to about 2 pounds on bugs. With bluebird skies and mild breezes, the fishing wasn?t red-hot by his standards, but the pair of anglers never cast for more than about 15 minutes without getting a strike. They probably caught about half the fish they hooked, but the action was steady enough to keep them on the edge of their seats.

    ?It doesn?t matter how many times it?s repeated, you just can?t wait for the next strike,? Allen said.

    Pioneered by Tennessee bricklaying contractor Ernest Peckinpaugh early in the 20th century, the bug subculture grew in popularity, peaking in the 1980s with Baton Rouge, La., manufacturer Tony Accardo buying Peckinpaugh?s designs and cranking out more than 500,000 of the poppers per year that sold in all 50 states. Bugs have been used to catch a variety of species in both fresh and saltwater, including sea trout and even bonefish.

    But today, Allen says, fly fishing with popping bugs is becoming a lost art.

    Fly fishers are a shrinking fraternity among the recreational angling community, and popping-bug enthusiasts make up only a fraction of that fringe group. Many bass anglers prefer to fish like the tournament pros they see on television, using baitcasting rods with plastic worms, spinnerbaits, topwater plugs and the like. Some of the popping bugs sold in tackle shops today fall apart at the bite of a single fish.

    ?The market is flooded with bad bugs,? Allen said disdainfully.

    So Allen ties his own at home, occasionally selling them to customers. And he does what he can to keep the bug culture alive.

    One of Allen?s early disciples is Islamorada fly fishing guide extraordinaire captain John Donnell. The two met when Donnell opened a fly shop on Las Olas Boulevard in Fort Lauderdale in the mid-?70s.

    ?I was pretty new to fly fishing when I opened the shop,? Donnell said. ?You know how everybody has somebody in fly fishing that helps them get started? Jack was that person 100 percent. I felt fortunate to have him push me in the right direction. He was kind of low-key, but definitely a popper.?

    The two still fish together when their schedules permit.

    ?He believes in keeping it simple and having fun,? Donnell said. ?He gets as excited at a 1-pound bass as he does at a 12-pounder.?

    New errors are discovered in 'In Cold Blood'

    The 'true crime' book by Truman Capote, which has long been plagued by charges of inaccuracy, was accused anew of factual errors after old Kansas Bureau of Investigation files were discovered.

    Capote?s 1966 book tells the story of Richard Hickock and Perry Smith, who killed farmer Herbert Clutter, his wife, and two of Clutter?s children. ?

    New findings by the?Wall Street Journal?question key facts in the narrative. In the book, Capote writes that one Kansas Bureau of Investigation agent went to the farm where one of the suspects lived, but newly discovered KBI documents state that four agents went, according to the Journal. In addition, Capote says that after receiving word of the possible whereabouts of one of the alleged murderers, the KBI sent an agent to the farmhouse right away. According to the KBI files, the bureau waited five days.?

    The documents were taken home by a KBI agent, Harold Nye, and are now the basis of a lawsuit between Nye?s son, who expressed intent to release them or sell them, and the KBI, who says the papers are their property.

    This isn?t the first time the accuracy of ?In Cold Blood? has been called into question.

    Capote called the book about the 1959 murders ?immaculately factual? in an interview with the?New York Times, but various reporters and writers have?claimed?over the years that ?Blood? has numerous inconsistencies. In his biography ?Capote,? writer Gerald Clarke claims that the last scene in ?Blood,? in which detective Alvin Dewey meets a friend of one of the Clutter daughters, was completely fabricated. Changes were also made between the book?s initial publication in The New Yorker and its release in hardcover, including the number of churches in the town and the times of day at which certain events happened.

    ?Former KBI director Larry Welch pointed out that the rigid rules we have today for how factual a nonfiction book needs to be weren?t in place when Capote was writing ?Blood.?

    ?In this day and age, we can't even recreate the proper context for these events,? Welch?said?in an interview with the Wall Street Journal.?

    The KBI and ?To Kill A Mockingbird? author Harper Lee, who assisted Capote with his investigations, both declined to comment for the WSJ article.

    Florida court finds for bank in major foreclosure case

    NEW YORK (Reuters) - Florida's highest court has ruled a homeowner cannot re-open a voluntarily dismissed foreclosure case despite allegations that the bank falsified documents, giving a win to banks in a closely watched ruling that could have affected thousands of cases in a state hit hard by the foreclosure crisis.

    The Florida Supreme Court had been asked to decide whether banks accused of using fraudulent documents to file foreclosure lawsuits could dismiss the cases, and then later re-file them with different paperwork.

    The case involves a foreclosure brought against homeowner Roman Pino in 2008 by Bank of New York Mellon Corp , the trustee for the security that owned his loan. The mortgage was serviced by Bank of America .

    Pino asked the court to dismiss the case, arguing that the documents filed by the bank and its attorneys had been fraudulently backdated. The case stems from the robo-signing scandal, in which banks and law firms allegedly signed off on foreclosure documents without verifying their accuracy.

    The documents in Pino's case had been signed by an employee of the now-defunct David Stern law firm, one of the biggest foreclosure law firms in the country.

    Before the court could rule, BNY Mellon voluntarily dismissed the case. The foreclosure was later re-filed, using different documents. Pino's lawyer asked the court to re-open the first case, saying the bank should not have been allowed to bring the same case when it committed fraud the first time around.

    Before the case reached the Florida Supreme Court, Pino and BNY Mellon reached a confidential settlement. The high court decided to hear the case anyway to address what it said was a key policy question that has vexed courts across the state - whether or not voluntary dismissals can be reversed when there is an allegation of fraud.

    On Thursday, the Florida Supreme Court decided that it could not, unless the plaintiff - in this case, the bank - had obtained some kind of affirmative relief, and the dismissal had kept the fraud from being remedied by the court.

    However, the court acknowledged the "multiple abuses that can occur from fraudulent pleadings," and asked Florida's bar association to review civil litigation rules to determine if changes should be made to address the issue.

    A lawyer for Pino, Amanda Lundergan of the Ice Firm, said she believed the ruling "will have the unintended effect of encouraging underhanded tactics" by plaintiffs in foreclosure and other cases.

    A spokesman for BNY Mellon, Kevin Heine, declined to comment. Bank of America did not immediately return a request for comment Friday evening.

    The case has been closely watched by banks and homeowners. An unfavorable ruling for the banks could have exposed them to severe financial liability in the state.

    Video: Blizzard warnings from NY to Maine



    >>> we have an incredible view of this weather system as seen from space. look at the tops of those clouds. again, it's more than one storm. it's two joining up to form one over new england. not visible from space, our friend al roker is in the thick of it. he's in boston with a look at where it is now and how bad it's likely to get. hey, al, good evening.

    >> yeah, well, good evening, brian . we're just really getting into the teeth of this thing. we've been getting reports of thundersnow over long island, and just in, we're getting reports of power lines and trees snapping in rhode island as heavy bands of snow come on onshore. right now we're in the boston common , the oldest park in the united states . and boston is in the bulls-eye for this. take a look on the radar. and you will see the two systems getting ready to come together. first we show you the winter storm warnings, winter storm warnings for much of new york on into interior sections of new england. but that area in red, that's where we're worried. blizzard warnings in effect from new york all the way to down east maine and east port . now, here's what we're looking at on the radar. steve, the moisture and that -- [ no audio ] these two storms merge off the coast, and bring with it very heavy snow. how much? we're talking about generally across the area anywhere from about 6 to 9 inches of snow developing. heavy, wet snow. that area in -- [ no audio ] we're talking about 1 to 2 feet. [ no audio ] the rest of boston , we could be talking about 30 inches of snow. add to that, significant winds. the pressure gradients between high pressure and low pressure . and look at these wind gusts, new york city , 37-mile-an-hour wind gusts. east end of long island. we're talking about getting close to hurricane-force winds, nantucket, hurricane-force winds all night long, into saturday, poor visibility, dangerous conditions, drifting snow . it is going to be a mess, brian . we're going to continue to cover it all night long on the weather channel . we'll start at 5:00 on "wake up with al" and a full report again tomorrow morning on the "today" show. brian ?
