Russia threatens to veto Syria resolution at U.N. (Reuters)

UNITED NATIONS (Reuters) ? Russia shot down suggestions from some U.N. Security Council members of an imminent deal on a draft resolution aimed at stopping Syria's bloody upheaval, warning it would veto the current text if it were put to a vote on Friday.

Pakistan's U.N. envoy said on Thursday the council was "two words away" from agreement and the council chairman from Togo said a consensus was near on an amended version of a draft backing an Arab League plan for Syrian President Bashar al-Assad to step down.

But Russian Ambassador Vitaly Churkin told a closed-door session of the world body that Moscow would veto the draft if it were submitted on Friday with a phrase saying the council "fully supports" the plan, several Western diplomats told Reuters.

European and Arab drafters of the text planned to revise the text in a last-ditch attempt to allay Russian concerns and submit an amended version of the resolution to the council later on Thursday, diplomats said.

Morocco's U.N. envoy Mohammed Loulichki told reporters after Thursday's council meeting that he would deliver the new draft to the council and seek a vote "as soon as possible."

U.S. Ambassador Susan Rice made clear that the council had once again failed to reach an agreement. "We had what I would characterize as sometimes difficult but ultimately useful discussions," she said. "We're still working. This is not done."

Churkin told reporters that Thursday's inconclusive negotiations were "something of a roller-coaster."

"We have a text which we are going to report to our capitals," he said. He declined to provide details but suggested how Russia might vote remained an open question. He said the fact that the draft could reach the council "does not pre-judge anything in any way."

Colombian Ambassador Nestor Osorio said council members would continue their discussions on Friday.

Submitting what some diplomats say is a final draft resolution does not necessarily mean a vote is imminent and further revisions could follow. France said it foresaw a vote on Friday, Saturday or Monday at the latest.

Russia has balked at any language that would open to door to "regime change" in Syria, its most important Middle Eastern ally over the almost half-century that Assad's family has ruled it.

Assad has been locked in struggle with a revolt against his rule for the past 11 months, with at least 5,000 deaths by a United Nations count.

Assad opponents continued their protests in the Syrian city of Hama on Thursday, where the president's father crushed an Islamist uprising 30 years ago. They poured red paint on the ground to symbolize the bloodshed then, prompting government troops to close public squares.

Marking the event would have been unthinkable a year ago, but what began as civilian street protests which Assad tried to crush with troops and tanks, has evolved in some regions into an armed insurgency that has spread to the gates of Damascus.

The surging violence has stirred Arab and Western calls for international action to stop the bloodshed, but that has been held up by Russian opposition to any steps that would remove Assad or pave the way to foreign intervention.

Russia and China joined forces in October to veto a Western-drafted U.N. resolution that would have condemned Assad's government and threatened possible sanctions.

Before Churkin weighed in, Pakistani U.N. Ambassador Abdullah Hussain Haroon told reporters that the 15-nation council was "two words away" from an accord. "I think we're very close. I hope today we can arrive at a unanimous resolution."

The latest resolution text includes changes made by Arab and European negotiators to meet some of Russia's concerns. It no longer spells out details of what the Arab plan entails, such as Assad giving up power, although it still "fully supports" the plan.

But those changes were not enough for Moscow. Diplomats said the language in that paragraph would have to be revised in a way that satisfies Russia without diluting the basic idea of the resolution - to have the council endorse the Arab League plan.

LIBYAN PRECEDENT

Russia says the West exploited what it says was fuzzy wording in a March 2011 Security Council resolution on Libya to turn a mandate to protect civilians in the North African country's uprising into a push to oust the government, backed by NATO air strikes, that led to the overthrow of Muammar Gaddafi.

Moscow has also demanded language explicitly ruling out the use of external force in Syria, though the current draft makes clear the council wants the crisis resolved peacefully and the resolution could not be used as the basis for military intervention as in Libya's uprising last year.

The draft does not threaten Syria with sanctions, also rejected by Russia, but includes a vague reference to possible "further measures" in the event of Syrian non-compliance.

Moscow has been a strategic ally of Syria through its decades under Assad dynastic rule and a major arms supplier to Damascus, and so bristles at outsiders trying to dictate internal political change in Damascus.

The Syria resolution came to the global body after the Arab League suspended its monitoring mission in Syria on January 28 as violence surged. Jordan said on Thursday it was pulling its monitors from that mission, joining the departure of Gulf Arab observers, in response to the league's move.

Opposition activists say Assad's forces have stepped up operations around the country after appearing to crush rebels who brought the fight to the outskirts of the capital.

Activists in Hama said fire trucks washed away dye and paint poured on the ground overnight to commemorate the bloodshed of Hafez al-Assad's 1982 assault on the city - centre of an Islamist revolt against him - at the cost of over 10,000 lives.

"They want to kill the memory and they do not want us to remember," said an activist in the city, where residents said tanks blocked main squares to prevent demonstrations. "But we will not accept it." Residents said snipers took up positions in the city subsequently.

Sporadic gunfire echoed through the Damascus suburb of Maadamiyyah on Thursday and the body of an army defector was returned to his family mutilated, one activist said. Another reported that Syrian forces killed another activist in that district after raiding his home on Wednesday.

The Syrian state news agency SANA reported funerals of 19 security force personnel killed confronting "terrorist groups," bringing the total of such deaths it has declared in the past few days to about 100.

It was not possible to verify the reports as Syria restricts access for independent media.

At 74%, Canada has the highest broadband penetration rate in the G7, the report said, significantly ahead of the United Kingdom (69.2%) and France (69%).

Canadians enjoy among the fastest, most widely available and least expensive broadband Internet in the developed world, says a report to be released Thursday.

The report, based on the results of 52 million speed tests of broadband users across the G7 countries and Organization for Economic Cooperation and Development (OECD) membership, was produced by Montreal-based consulting firm Lemay Yates Associates Inc. on behalf of Rogers Communications Inc., the country?s largest broadband service provider.

It disputes the OECD?s own report, published in July, that ranked Canada?s high-speed Internet offerings significantly below those of other countries.

At 74%, Canada has the highest broadband penetration rate in the G7, the report said, significantly ahead of the United Kingdom (69.2%) and France (69%). Canadians also have the second-least expensive average monthly broadband subscription rates in the G7, with a typical monthly fee of US$30.79 in Canada being only slightly more than the US$29.80 per month Internet service providers (ISPs) charge in Italy.

Among all 32 OECD countries, Canada has the 7th lowest average broadband subscription fees, with Greece, at US$24.23 per month, the lowest.

That conclusion differs vastly from the OECD report, which ranks Canada as 26th, or 7th most-expensive among its membership. The disparity comes from different methodologies employed by the two reports.

Canadians also experienced an average decline in broadband speeds during peak usage hours of only 5.8%, the Lemay Yates report said, well below the 6.6% average of all OECD members.
The OECD takes an average of advertised speeds and rates, the Lemay Yates report said; Lemay Yates said it uses real data from real users and takes other factors such as ISP market share into account.

?Canada?s performance, based on LYA?s analyses, is always better ? along every dimension analyzed ? than what is reported by the most recent OECD Communications Outlook report,? the Lemay Yates report says.

The report comes days after the Canadian Radio-television and Telecommunications Commission (CRTC) revealed a sharp jump in the number of complaints it has received regarding Internet traffic management practices or ?throttling? in recent months.

Rogers in particular has been facing criticism over the controversial practice, with the CRTC ruling last month the Toronto-based company was deliberately slowing down certain online traffic.

AUTOS: SRT Heat For New Dodge Dart?

Chrysler performance division sees opportunity to build hot compact SRT4 version of Alfa Romeo-based Dart.

The launch of the new 2013 Dodge Dart leaves the SRT performance division with a credible option to finally build a successor to the Dodge Neon SRT4, a cult classic from the early 2000s.

Ralph Gilles, the boss of SRT, has already hinted at such a car, and this one isn?t expected to be like SRT?s previous lame attempt at building a Neon SRT4 successor with the Dodge Caliber SRT4.

The Dodge Neon SRT4 reached minor cult status among hot-compact enthusiasts. (Photo: Dodge) That?s because the Dart brings with it Alfa Romeo DNA. Specifically, the Italian automaker?s C-Evo platform, which was stretched slightly to form the Compact U.S. Wide (CUS-wide) design underpinning the Dart.

This platform is not only light and agile, thanks to its Italian engineering, but it?s also compatible with the sporty six-speed dual-clutch transmission found in the Alfa Romeo Giulietta ?Cloverleaf? model. Motor Trend points out that the Dart SRT4 is likely to get this transmission as an option (a six-speed manual should remain standard), along with a turbocharged engine matching ? or even outperforming ? the output of the 247-horsepower Ford Focus ST.

You may recall that the Caliber SRT4 developed upwards of 285 horsepower and 265 pound-feet of torque from its turbocharged 2.4-liter four-cylinder engine, so the Dart SRT4 should deliver about the same. The most likely option would be a turbocharged version of the Dart's Tigershark 2-liter engine.

To go along with the potent powerplant, SRT will almost certainly add a host of chassis upgrades including stiffened suspension, custom sway bars front and rear, possibly some modifications to the steering to make it faster and more accurate, and uprated wheels, tires and brakes. The latter could even be Brembo units.
