Czech prime minister says he will resign

PRAGUE (AP) ? Czech Prime Minister Petr Necas announced Sunday that he will resign over a spy and bribery scandal involving his government.

Necas said he also will quit on Monday as chairman of his conservative Civic Democratic Party.

He has been under pressure to quit since police conducted raids all across the country this week and arrested eight people, including Necas' closest aide and the head of his office, Jana Nagyova. She was charged with ordering a military intelligence agency to spy on three people, including Necas' estranged wife.

Seven other people, including the current and former heads of the Military Intelligence agency and three former lawmakers of his party, were charged with bribery or misuse of power.

"I am aware of my political responsibility," Necas said.

His decision will end his three-party coalition government, which was created after the 2010 parliamentary election. But Necas said he hopes it can stay in power until a parliamentary election planned next year.

This is an optimal solution of the current situation," Necas said. Two coalition partners, the conservative TOP 09 party and the Liberal Democrats, agreed with that plan Sunday.

"We're obliged to do all we can for the government to continue," said Finance Minister Miroslav Kalousek, the deputy head of TOP 09.

That might not happen, however. It is up to the President Milos Zeman to select a new prime minister who would try to form a new government, and it is not immediately clear if he is ready to accept such a solution. The current coalition also doesn't have a clear parliamentary majority and governs with the help from independent lawmakers.

Early elections also are not easy to call because it would have to be approved by three-fifths of the 200 lawmakers, and the opposition does not have enough seats to force it.

The negotiations between the parties are expected to start immediately, and it is not clear how much time they will need to find a solution to the crisis.

Earlier this week, prosecutors said Nagyova was suspected of directing the alleged illegal surveillance without any authorization. In their explanation for the sweeping raids at government offices and other locations, they said Nagyova's motives were "purely private."

Necas announced earlier this week that he and his wife, Radka, have filed for divorce. Newspapers have speculated about an affair between him and Nagyova.

Johnson steps in for Mumford and Sons at Bonnaroo

MANCHESTER, Tenn. (AP) ? It's Jack Johnson to the rescue at Bonnaroo.

Johnson has agreed to take the Saturday night headlining slot at the Bonnaroo Music & Arts Festival after Mumford & Sons were forced to cancel due to bassist Ted Dwane's illness.

Festival officials announced the move Friday morning. The "Upside Down" singer last headlined at Bonnaroo in 2008.

"I called my band and asked if they were up for it," Johnson said in a statement. "Long story short ? they are headed this way. I've got a lot of lyrics and chords to relearn by Saturday night. I was here to play the first Bonnaroo, and it is a very special festival to my band. We are excited to hit the stage again. Get well Ted!"

Mumford & Sons' decision comes after Dwane received treatment this week for a blood clot on his brain. The band postponed three shows in Dallas and Woodlands, Texas, and New Orleans after the blood clot was discovered but hoped to play Bonnaroo on Saturday night.

Dwane has been discharged from the hospital and is recovering from the procedure but is not yet ready to play. Rather than perform with a replacement, the London-based, Grammy-award-winning folk rock band decided to pull out. The band also canceled appearances at the Telluride Festival in Colorado and a performance in Bonner, Kan., ending their summer tour early.

"The surgery went well, and the excellent medical team helping him are very pleased with his progress," a band statement said. "He has been nothing short of heroic in how he has handled the whole ordeal, and now it has been medically proved that he does indeed have a brain."

It was a case of being in the right place at the right time for Johnson.

The 38-year-old Hawaii-born folk-rock singer was in town to play with friends ALO on Thursday night. He also was already scheduled to be in Manchester this weekend to perform a small secret show for reporters and participate in a question-and-answer session to promote his new album, "From Here To Now To You," which is due out in September.

234 years later, NH slaves are granted freedom

PORTSMOUTH, N.H. (AP) ? Fourteen slaves who petitioned the New Hampshire Legislature for their freedom during the Revolutionary War were granted posthumous emancipation Friday when the governor signed a largely symbolic bill that supporters hope will encourage future generations to pursue social justice.

A group of 20 slaves who had fought in the war submitted a petition to the New Hampshire General Assembly on Nov. 12, 1779, while the war was still being fought. They argued that the freedom being sought by colonists should be extended to them, as well, and maintained that "public tyranny and slavery are alike detestable to minds conscious of the equal dignity of human nature."

"Their plea fell on deaf ears," Gov. Maggie Hassan said before signing the bill emancipating the 14, who were never freed. "It is a source of deep shame that our predecessors didn't honor this request. But today, more than 230 years too late for their petition, we say that freedom truly is an inherent right not to be surrendered."

The original petition was found in state archives nearly 30 years ago, but supporters pushed lawmakers to pass the bill this year in part to bring attention to an African-American burial ground in downtown Portsmouth, where the city is raising money to build a memorial park to commemorate the site. The remains of six African slaves were discovered at the site several years ago during routine street improvements.

Excerpts from the 1779 petition will be etched in stone and be part of the park. Together with the park and the nearby Seacoast African American Cultural Center, the bill signed Friday is part of a lengthy journey to ensure that today's children and future generations understand the region's history, said Portsmouth Mayor Eric Spear.

"When you think about slavery as 'down there' or 'over there,' it has a distance that doesn't make it as real," he said. "All the future residents are going to know a little bit more about their own history, their own land and how slavery was a part of that."

Tom Watson, president of the Portsmouth Athenaeum, said the bill signing was important for several reasons, including the simple act of righting a wrong. It also serves a reminder of contributions that African-Americans have made to the state.

"The public acknowledgement of our mistakes is really the first step in the process of reconciliation that all societies must go through if they're going to address injustice," he said.

Valerie Cunningham, who wrote a history of slavery in Portsmouth, noted that the petitioners weren't asking for money, nor were they just asking for their own freedom; they were asking the state to abolish slavery altogether.

"Let's celebrate today with the expectation that this symbolic act will remind us to continue working for social justice here in the Granite State," she said.
